The combined professional analyzer Rover Master STC is the successor of the Scout ST2+ model and enables professionals to measure and analyze the following signals:
- DVB-S,
- DVB-S2,
- DVB-T,
- DVB-H,
- DVB-C,
- analog (sat and terrestrial).
The frequency range for terrestrial signals (DVB-T, DVB-H, DVB-C, analog) is 47-870 MHz, for satellite signals (DVB-S, DVB-S2) - 930-2150 MHz. In the case of terrestrial signals the measured level can range from 5 dBuV to 123 dBuV (measurement accuracy: 1 dBuV), for SAT IF: 30-123 dBuV (measurement accuracy: 1.5 dBuV).
The meter supports the following digital modulations:
- QPSK - Quadrature Phase-Shift Keying,
- 8PSK - 8 Phase-Shift Keying,
- COFDM - Coded Orthogonal Frequency-Division Multiplexing,
- QAM (emulated) - Quadrature Amplitude Modulation.
For each of the transmission standards the meter can perform:
- automatic test of signal quality,
- analysis of the signal spectrum,
- measurement of noise margin (in the case of digital signals).
MER (Modulation Error Rate) is equal to the ratio of the effective power of the constellation vector error to the reference effective power (which is equal to the effective power of the signal transmitted in a lossless channel).
QEF (Quasi Error Free) defines the threshold for correct signal reception.
bBER - Bit-Error-Rate before Viterbi correction, also known as CBER (Channel Bit-Error-Rate) or Pre-Viterbi BER.
bBER - Bit-Error-Rate before Viterbi correction, also known as CBER (Channel Bit-Error-Rate) or Pre-Viterbi BER.
It is important to realize which BER value is measured - aBER is usually about a million times smaller than bBER.
The meter measures and/or displays:
| Analog terr. TV | signal level |
| video subcarrier level | |
| audio subcarrier level | |
| rate of video subcarrier level to audio subcarrier level | |
| Digital terr. TV | channel power |
| aBER and bBER | |
| MER | |
| constellation diagram | |
| noise margin | |
| Analog SAT TV | signal level |
| Digital SAT TV | channel power |
| aBER (QPSK) and bBER | |
| PER (8PSK) | |
| MER | |
| EVM | |
| constellation diagram |
A very important advantage of this model is the ability to measure reflected or shifted DVB-T signals. This feature is very useful in performing installations in densely built-up areas or in areas with SFN transmitters (Single Frequency Network - several local transmitters use the same channel). Knowing the parameters of the parasitic signals, the installer is able to overcome the adverse effects on the reception stability.
PER (Packet Error Rate) determines the ratio of incorrectly transmitted packets to all received. The packet is invalid even if only one bit is erroneous. The expected value of PER is the probability of the presence of an erroneous bit.
EVM (Error Vector Magnitude), also known as RCE (Receive Constellation Error), is a common parameter for assessing the quality of digitally modulated telecommunication signals. It expresses the difference between the expected complex voltage value of a demodulated symbol and the value of the actual received symbol. Informally, EVM shows how far the measured constellation points deviate from theoretical values. The pairs of the points determine the vectors (between the actual points of the constellation of the received signal and the theoretical points). In other words, EVM allows to asses the difference between theoretical and received symbols. EVM is the average power of the error vector, normalized to the signal power.
The device allows for bouquet id identification and provides information on modulation parameters. It also displays information about encryption. The user can preview the service list of the bouquet (with video and audio), as well as the PID table.
The meter also enables the user to listen to the audio of analog TV programs and FM channels. There is automatic channel scan and memory function. The built-in buzzer helps the installer to align antennas without a need to watch the readings of the meter. It is possible to compare signal levels of any two channels (tilt function).

The meter has the ability to identify satellites and to search transponders. It supports both the Unicable technology (SCR - Satellite Channel Router) and DiSEqC, as well as allows to align Dual LNB dishes. "SAT Finder" function allows search of satellites. The meter can power various equipment (preamplifiers, LNBs, multiswitches) with 5, 12, 18, or 24 V.
Both during the measurements of signal parameters and during the spectrum analysis, the meter allows to "jump" or "hop" from transponder to transponder, channel to channel, frequency to frequency. The user can create up to 99 lists of transponders, each with up to 199 channels. Auto login function ensures automatic recording of measurements within the lists. The meter has the ability to automatically measure selected parameters of signals and save them as files (memory capacity: 99 files assigned to lists), as well as it also can scan the entire bandwidth of one or even several satellites.
The display of the meter has a resolution of 64x128 pixels, which is sufficient for clear presentation of the results. The manufacturer informs that a fully charged battery can last for 2.5 hours (at maximum load). The firmware can be updated via USB 2.0 interface. The housing of the meter is made of impact-resistant plastic. The set includes carrying cases for the meter and accessories, charger, car charger and USB cable.
